Rick Barry, president of the English Football League, says the Football Governance bill can become a law by summer.
The draft law, re -submitted by the Labor Party government, will reach the report on Tuesday, when it is examined in the House of Lords.
It will establish the first independent organizer of the England professional men's match and was initially displayed under the previous conservative government in March 2024.
The draft law failed to pass through Parliament before the governors lost work in the general elections.
The legislation will give powers an independent body of government authorities and football authorities to oversee clubs at the five best levels in England.
A number of amendments were proposed, but Barry expects a third reading on March 31, before returning to the House of Commons.
Barry, whose organization failed to agree to a funding package with the Premier League, says the new version of the bill is “better than another.”
He said: “Parachute payments fall within the bill, and the requirement of the conservative cancellation has been removed, as the two dorines can get out of the back in the back.”
“It is extremely important for the game's condition to be delivered within 18 months instead of the timeline proposed by the conservatives for three years.
“This is an enormous football point. Take it as soon as possible to change the game.
“We all need to recognize football, does not do a great self -regulator.
“Could the law be by June or July? This is possible.”
