The Kremlin refused to say whether Putin would travel there tomorrow, after he suggested the meeting.
Any talks between Russian and Ukrainian officials will be their first direct negotiations since the first months of Moscow's invasion in 2022.
On Monday, US President Trump, who visits the state to the Middle East, said he was considering attending.
Zelensky said: “I do not know Trump’s decision, but if he emphasizes, he will give the motivation to Putin to go.
“Putin does not want the war to end.”
The Kremlin said he was preparing for negotiations, but he would not say who was sending.
“The Russian side continues to prepare for the conversations scheduled for Thursday,” said Dmitry Peskov spokesman.
“This is all we can say at this stage.
“We don't intend to comment more at this time.”
