Wales's attempt to end the 17 consecutive test, the worst tour of the country in its history, when they face Japan on July 5 and July 12.
The regional game also struggled this season, as Scarletz was the only Welsh team to make the UNITED Rugby championship matches.
The former back -back of Wales, who won 37 capsules between 1985 and 1991, says that a region must be considered – provided that it is useful for the game in Wales.
“In the end, if this is required (cutting an area) for the future and sustainability of the international rugby and the game in general, so be that.”
He added: “For me, an empty paper, let's put all these tights on one side and let us know what will be the best to keep the international rugby game and develop this path.
“We also have to take care of the game of society because it does not look great. If you don't have to come to upcoming players, you will not have an international game.”
