The audience was approximately 10 million viewers, compared to 26.9 million who watched Biden's first speech in a joint session of Congress. Trump's first speech in 2017 achieved 47.7 million.
The latest numbers are Nelsen and measuring 15 networks.
The peak fans were to speak from 9:45 pm to 10 pm East time, with nearly 38 million viewers, according to Celseen.
