It is designed as a law that is invoked if the United States is in war with another country or that a nation invaded the United States or threatened to do so.

“All Venezuelan citizens between the ages of 14 or older than TDA members are inside the United States, and they are not in fact permanent or legal residents in the United States vulnerable to arresting, restricting, securing, and removing as foreign enemies,” Trump said in the announcement.
Earlier on Saturday, the American Civil Liberties and Democratic Federation raised the unusual case striker in the Federal Court in Washington that the matter will determine that the Venezuelan gang will face a predatory foreign government and seek to deport any Venezuelan in the country as a member of that gang, regardless of the facts.
James E. Boasberg, the chief judge in the Capital Department, agreed to implement a temporary restriction that prevents deportation for 14 days under the five Venezuelan law who are already in the reservation of immigration and believe they are being moved to be deported.
Boasberg said that his order was to preserve the current situation.
Boasberg set a later in the afternoon to see if it should be expanded to protect all Venezuelans in the United States.
Hours later, the Trump administration resumed the initial restriction order, supported that the suspension of a presidential law before announcing it would paralyze the executive branch.
