Ireland coach Simon Estbi, the coach of Samer in Ireland, was excluded from driving for a period of six months after he was arrested.
The former Rakhbi player was more than 70 miles per hour on a double road in Boden, Cornwall, last August.
On Monday, the Cardiff Magistrate Court heard the work of Istrbi and the family obligations required by the leadership.
However, the court did not find exceptional hardship, and the Rakbi coach was told that he would be excluded from the leadership for a period of six months.
The former Scarlets player, Easterby, who lives in Vale of Glamorgan, was also said to pay a fine in addition to additional fees.
The court heard that the number reached a total of 1,345 pounds, which must be paid during the next week.
In February, Easterby was linked to the function of Wales Vacancies after the dismissal of Warren Gateland.
He recently joined the British and Irish training group Lyons, where the team is preparing to take over Australia this summer.
